这是一个由what引起的感叹句,回为clothes是复数,不能用a,所以排除A.
C.更是不对.这题没有什么水平. clothes明显是复数,AC都出现了不定冠词a,这不是送分吗?
C选项如改为How还有一定的干扰性,因为有的同学"目光短浅",只看到了形容词strange,没看到后面还有clothes,另外对句子结构不熟悉.
A也有干扰性,因为What a strange man!这样的句子也蛮多,蛮顺口的.

我认为改写的句子后面不能省略这个are.

此句中的he is wearing是定语从句, the clothes是感叹句中的谓语,缺少了谓语（are)
以感叹句中常省略主语+谓语.但要么全省,要么不省.
