be not+ 过去分词就是被动态，在这里意思就是“我们不知道”。
而has not known是现在完成时，在这里意思就是“他什么时候和哪里回来这件事它还不知道”，当然是前者了！

可能楼主应该对yet的用法掌握不是很全面，yet不只用于现在完成时中，它还有其他的用法，比如本句就考察了yet用于否定句中表示“还、尚”的意思，本句就是“尚未可知”的意思
