我国是电能的生产和使用大国,地域广阔,发电资源分布和经济发展极不平衡。全国可开发的水电资源近2/3在西部的四川、云南、西藏;煤炭保有量的2/3分布在山西、陕西、内蒙古,如表1-2所示。而全国2/3的用电负荷却分布在东部沿海和京广铁路沿线以东的经济发达地区。西部能源供给基地与东部能源需求中心之间的距离将达到2000~3000km。我国发电能源分布和经济发展极不均衡的基本国情,决定了能源资源必须在全国范围内优化配置。只有建设特高压电网,才能适应东西2000~3000km、南北800~2000km远距离、大容量电力输送需求,促进煤电就地转化和水电大规模开发,实现跨地区、跨流域的水电与火电互济,将清洁的电能从西部和北部大规模输送到中、东部地区,满足我国经济快速发展对电力的需求。
