seem后to be的是否省略在不同情况下（可以接adj、n、非谓语动词）是不一样的.
你这个是接的adj,这时如果肯定是真的也就是客观事实,通常用seem to be；如果是主观印象,则通常只用seem.但由于这种区别在没有上下文的情况下并不总是很清楚,所以在许多情况下两个结构均可以用.问题中的he seems to be sad的to be就可以省略.
