1.I am a student .这里am是be的变化形式
2.I will be a student ///I am going to be a student .这里因为 will /be going to +动词原形,所以不用am 而用be原形.
3.He is a doctor is 是be 的变化形式
4.He wants to be a doctor to+动词原形,不用is而用原形be
总之动词不定式+动词原形、情态动词+动词原形
不是be用在什么时候，而是什么时候用动词原形，
你说的I WANT TO BE 是因为to后面加动词原形，所以写be。
一般情况，系动词都有各种时态，在用在动词原形的情况下，成为be
