1. By 短语是方式状语,后面的谓语动词find out和 propose 没有主语,有两种办法修改,一是添加主语,二是改为被动语态如下：

2. monitoring 的含义中已经包括了 control,两词同用重复；
3. Beijing’s monitoring：“'s” 只用于表示有生命的名词或度量名词,这种用法也时有出现,但不符合语法规范,改为 monitoring by Beijing（由北京实施的监控）
