bold and speculative,is that the resources channelled to research and
development in the agricultural sector both at a public and a private level,
are frankly insufficient to support an innovation strategy.Furthermore,during
the survey it could be seen that,even though research centers and some
national seed firms recognize the value of protecting technology,they are
unaware of the use and implications of most of the intellectual property titles
and,as a consequence,are not in conditions to design and introduce strategies
for protecting and exploiting the technology.Further evidence of this unfavourable
situation are the statistics on patents requested for biotechnology in Mexico,produced by the Mexican Institute of Industrial Property (see graphs 1,2,and
3).It is clear that protection to date is mainly of benefit to foreigners as
it has been throughout this century.
