随着城市化进程的不断加速,城市住房问题成为了人们关注的焦点.城市房屋出租是房地产市场不可缺少的重要组成部分,是拉动房地产市场的一大动力.解决好房屋出租问题,能提供人们一个舒适安全的生活空间,有利于提高人们的生活水平、减少社会问题,促进文明城市建设,保障经济的可持续性发展.目前,相比于蓬勃发展的物业出租现象,许多物业公司管理措施较为滞后,缺乏针对性的管理,导致小区物业管理问题频发.本文搜索查阅相关文献资料,结合对杭州、广州、长沙、上海四个城市为主要对象的调查研究,了解住宅出租管理所面临的三大问题,即群租、住改商和公共管理引起的物业管理问题.最后从职能部门、物业服务企业、业主自治等角度分别提出了相应的对策.包括完善相应的政策、法律法规;提高工作人员素质、完善工作制度,做好登记和宣传工作;提高执行能力,增强自治意识;建立有效的监督机制等等.

with the constant accelerating of urbanization, urban housing problem becomes people's focus concern. the urban house renting is an important and inseperable part of the real estate market and also a motivation to fuel the market. solving the house renting problem can provide people with a comfortable and safe living space, which is good for improving people's living stadard, reducing social problems, promoting the construction of the civilized city and safguading the sustainable economic development. currently, compared with the the dynamic development of the house renting, the management of many property magement companies are stagnant and not targeted, which gives rise to the frenquent problems in the property management of residential quarter. I search and consult some docuthe ment and materials , combined with the investigation of the four main cities Hangzhou Guangzhou, Shanghai, Changsha, to know the three issues confronting the house renting management, namely, group renting, residence changing into business and public management. finally, I put forward the solution from three angles, repectively, functional department, property service enterprises, including improving relevant policies, laws and regulations, improving staff's competence and work system, doing well the register and promotion work, enhancing the excecutive force, strengthening self-management awareness and build the effective supervision mechanism.
