So, if you send a Email with non-ASCII characters(ie,the hightest bit in the byte is one) through a "historical problems" gateway, that may cause problems. the gatway may place the highest position zero and that is clear the problem fomed. then, in order to send a Email normally, this matter must be considered! so, it can't work just by changing the order of letters that Caesar does.
