Revoke has several meanings.
When used as a v.t. w/ object, it means:
1)to take back or withdraw, cancel or repeal sth. You revoke sth.
2) to bring or summon back (sth)
However, when used as a v.i. w/o object,
its meaning differs, and is more applicable to the context of card playing, i.e. poker, etc.:
3) Cards. To fail to follow suit when possible and req'd; to renege.
These nuances are a lot more apparent when you check the word in an English-English dictionary, never use English-Chinese.
Also, by adding an object to the verb in the 2nd phrase after "or" to match it w/ the 1st half makes the whole sentence look and sound more "balanced". Sometimes, the eng language emphasizes esthetics too.
I would say:
A party is ordered by higher supervision authorities to take disciplinary action of ceasing operation, or TO revoke/suspend business license.
